Pendle Borough Council: A start date has been set for work on Nelson’s flagship regeneration project marking a major milestone in the transformation of the town centre.
Pendle Rise Shopping Centre has now closed, and work on the ageing 1960s building will start in December, with the demolition completed by spring. The development of the new complex will begin shortly after.
Supported by government funding through the Nelson Town Deal, this major project will breathe new life into the heart of Nelson.
Pendle Borough Council’s vision is to create a vibrant and welcoming town centre with a strong retail offer, improved parking, a range of food options and attractive outdoor areas that encourage people to meet and spend time together.
Phillip Spurr, Director of Place, said:
“This is a very exciting time for Nelson.
“It’s about more than bricks and mortar. It’s about restoring pride, attracting investment, creating jobs, and giving our residents and visitors a place they love to spend time in.
“When work gets underway and the project takes shape, local people will see that our vision is now becoming a reality.”
The scheme will be delivered by Penbrook, a partnership between Pendle Borough Council and Brookhouse, a leading expert in retail centre developments.
It will include a modern retail offering with attractive frontages, car parking for over 150 cars and landscaping.
Heritage features from Pendle Rise, including the mosaic compass and the Nelson bust, will be retained and included in the new retail complex celebrating the town’s history.
Over the past 12 months, the Council has been working closely with businesses based in Pendle Rise who wanted to relocate to empty properties in the town, including Specsavers, which has moved into the former Lloyds/TSB Bank on Manchester Road.
Others who have chosen to close have been compensated by the Council.

“Pendle Rise is central to our plans to redevelop Nelson town centre.
“Its demolition and replacement with a modern shopping complex have been flagged up by local people as a top priority.
“We’ve been working closely with all affected businesses to ensure everyone is treated fairly and supported through the legal CPO process.”
