
Changes to the control of ODS goods were implemented on the 28 February 2025 by the UK Government. These changes affect all importers and exporters of ODS goods (either on their own or if included as part of another product) in or out of the United Kingdom, depending on the intended use.

Changes to the controls on ODS, as previously outlined in the Tariff Stop Press Notice – 27 January 2025 – UK Integrated Online Tariff have led to some confusion, so this guidance aims to assist with completing declarations.
Export Measures
The export controls for ODS require the use of either additional code 4603 or 4604, depending on the nature of the goods:
- Additional code 4603 applies when ODS is being exported for destruction. While this code includes options for declaring an export licence or claiming a waiver, neither of these options will allow the declaration to be accepted. The export of ODS for destruction is strictly prohibited, so 4603 should never be used. If declared, CDS will reject the submission.
- Additional code 4604 should be used when the goods either do not contain ODS or contain ODS that is being exported but not for destruction. However, the current definition of 4604 does not clearly specify its use for goods that do not contain ODS. This is currently being reviewed and either an amendment to the definition or introduction of a new additional code specifically for goods without ODS. Until then, treat 4604 as covering both cases.
Import Measures
Import controls for ODS follow a similar structure, distinguishing between ODS for destruction and ODS not for destruction:
- Additional code 4601 applies when importing ODS for destruction. In this case, document code L100 must be provided with the details of the import licence covering the consignment. You can apply for an import/export license through the GOV.UK website which handles all the necessary documentation for Ozone Depleting Substances (ODS).
This measure is under review, so use 4601 only for ODS imports specifically for destruction under licence.
- Additional code 4602 applies when importing ODS that is not for destruction or goods that do not contain ODS. Similar to 4604, the definition of 4602 does not clearly indicate its use for goods without ODS, this is currently being assessed.
Next Steps
Department of Business and Trade (DBT) is currently reviewing the definitions of additional codes 4602 and 4604 and considering the introduction of a new code specifically for goods that do not contain ODS. Until a decision is made, continue using 4602 and 4604 to include goods without ODS.
