
From 7th April 2025, hauliers transporting goods into the UK could face a civil penalty of up to £2,500 if they fail to present all transit Movement Reference Numbers (MRNs) to the Office of Transit.
All transit movement reference numbers (MRNs) that relate to the goods on the vehicle must:
- Be included in the Goods Movement Reference (GMR)
- Entered into GVMS before the vehicle boards the ferry to the UK
This is a legal requirement under The Customs Transit Procedures (EU Exit) Regulations 2018 (Schedule 1, Part 1, Paragraphs 2 A1–A8). Failure to comply will result in incomplete Office of Transit checks, leading to potential penalties.
Since 21st January, Border Force and HMRC staff at Sevington have been distributing educational flyers to drivers who fail to include all transit MRNs in their GMR.
This is to ensure that hauliers, intermediaries, and agents understand the upcoming enforcement and avoid costly penalties.
Take Action Now: Ensure all MRNs are correctly entered into GVMS before departure.
