French Customs (DGDDI) mandates the use of the Obligatory Logistics Envelope (ELO) for all RoRo traffic crossing the UK-France “Smart Border” effective April 20, 2026.
What It Means:
The French “Smart Border” is transitioning from a voluntary to a strictly mandatory digital system for all transport units. Starting April 20, 2026, every truck or transport unit must present a single ELO (Obligatory Logistics Envelope) barcode at check-in. The ELO acts as a digital master-folder, consolidating your customs formalities and your ICS2 ENS (Safety and Security) data into one PDF reference. This applies to both accompanied and unaccompanied Roll-on/
Roll-off (RoRo) traffic. Failure to present an ELO barcode may result in ferry or shuttle operators refusing boarding. If a unit does board without an ELO, French Customs will not process the formalities during the crossing, automatically routing the vehicle to the Orange Lane upon arrival in France. For exports leaving France, the lack of an ELO may prevent the electronic “office of exit” notification, forcing traders to provide manual alternative proof to obtain VAT or tax clearance, a process that is notoriously slow and documentation-heavy.
