From 31 January 2025, imports from the EU will require a Safety and Security Declaration – also known as an Entry Summary Declaration (ENS).

This is in addition to the standard Import declaration. These changes are part of the UK government’s plan to enhance border safety and security, and businesses must take action to ensure compliance.

What Does This Mean for Your Business?
  • Carriers’ Responsibility: The legal obligation for submitting an ENS lies with the carrier (e.g., hauliers, shipping lines).
What should you do?
  • Preparation: Importers should ensure that carriers submit the necessary data on time and in compliance with the new rules.
  • Impact: Failure to provide accurate and timely declarations may result in delays, fines, or refused entry of goods into Great Britain.

To support your compliance, we are pleased to announce that East Lancashire Chamber of Commerce Accredited Customs Agents can complete ENS declarations on behalf of your carrier.
