Upcoming changes for trading GB-NI set to be implemented on 1st October 2024

Changes for trading GB-NI are part of an ongoing adjustment process aimed at simplifying trade while ensuring compliance with both UK and EU regulations​. Currently, goods that are declared to be “not at risk” moving into NI, are able to be relieved of EU customs duties when moved as part of the existing UK Trader Scheme. However, all goods, even those “not at risk”, are currently subject to full international customs requirements.

  • Import Declarations and Green Lane: Import declarations are required for goods moving from GB to NI. until 30th September 2024, after which it will be simplified under the new “Green Lane” procedures introduced by the Windsor Framework. The new arrangements for the customs green lane will allow exporters to move goods with a simplified dataset based on commercial information held by the exporter. Goods destined for final consumption or final use in Northern Ireland can access the green lane. To access the “Green Lane” exporters must be authorised under the new UK Internal Market Scheme (UKIMS).

  • UK Internal Market Scheme (UKIMS): From 1st October 2024, goods manufactured in the UK and businesses authorised for the UK Internal Market Scheme (UKIMS), will no longer need to complete Supplementary Declarations for movements from GB to NI. This change aims to simplify trade within the internal UK market. Goods that are not moved under the UK Internal Market Scheme will use the “red lane” and continue to apply the information and other requirements required for movements into the EU.


  • Red Lane for “At Risk” Goods: Goods considered “at risk” of entering the EU, including the Republic of Ireland, will have to go through a “Red Lane,” which involves full customs declarations, customs checks and potential duty tariffs.


  • New “Not for EU” Labelling and Certification Requirements: Starting October 2024, additional labelling requirements “Not for EU” will be introduced for certain goods, particularly food products, milk and dairy moving from GB to NI.
