This Local Industrial Strategy business consultation event for the whole of Lancashire and backed by N&W Lancs Chamber, the IOD, the FSB, the ICAEW and Downtown in Lancashire will be hosted by East Lancashire Chamber of Commerce on 3rd June. Lancashire has recently started its LIS journey, and data and evidence are now being assembled and reviewed to understand where the County starts from. Full and open dialogue from the private sector is a key requirement of LIS development, and with this in mind we are holding this business consultation and workshop event, where the commissioned consultancy (Steer-ED) can set out what they are doing, and take your early views/perspectives.”

Special Procedures are schemes available to importers and exporters to waiver, suspend or drawback customs duties. When operating under a Special Procedure goods are still within the control of HMRC even though they have been released from the place of arrival.

Under any authorisation process HMRC checks that the company has relevant written procedures and skilled staff and determines how to use and maintain records for each procedure so it is important to understand your obligations.

HMRC seminar unveiling the new Customs Declaration Service controlling all UK exports and imports.

The Customs Declaration Service (CDS) will replace the current Customs Handling of Import and Export Freight (CHIEF) service. This is the computer system currently used by HMRC to record the movement of goods by land, air and sea and process all Customs Declarations.

If your business is currently importing goods from, or exporting goods to, countries outside the EU, then you or your freight forwarder will be using CHIEF to:

• process customs declarations for goods entering and leaving the UK or EU through ports and airports
• calculate and pay the correct duty and taxes
• complete customs information electronically

These functions will be available on CDS but there will be differences with the new service.

Businesses can use Inward Processing to get relief from Customs Duty and import VAT on goods that are imported from outside the EU to be processed, and then exported outside the EU, or released for free circulation in the EU.

Outward Processing allows EU traders to temporarily export goods from the EU for processing or repair in a third (non-EU) country and then claim full or partial duty relief when the goods are re-imported.

The Lancashire Quarterly Economic Survey measures trends on sales, exports, workforce levels, investment and business confidence and is a leading indicator of economic performance. It contributes to the British Chambers of Commerce Quarterly Economic Survey which is used by Government and the Bank of England when making major economic decisions such as setting interest rates.
