WHAT IS IT?

The Kickstart Scheme is a £2 billion fund to create hundreds of thousands of high quality 6-month work placements for young people aged 16-24, who are claiming Universal Credit and at risk of long term unemployment. East Lancashire Chamber of Commerce is working alongside the British Chambers of Commerce and is a recognised Gateway in coordinating business applications.

Businesses of all sizes looking to create quality jobs for young people can apply to create new 6-month job placements for young people who are currently on Universal Credit and at risk of long-term unemployment. The job placements should support the participants’ training and development of the skills and experience they need to find long term work after completing the scheme.

Employers MUST show their willingness to invest in this training on their application.

The Government will fund 100% of the relevant National Minimum Wage for 25 hours a week, plus associated employer National Insurance contributions and employer minimum automatic enrolment contributions. In addition, businesses taking on a Kickstart candidate can apply for £1,500 per job placement available for setup costs, support and training.

Employers are expected to enrol the Kickstart candidate onto their existing PAYE and as their salary is paid and recorded, the DWP will release funds to the Gateway/Employer to cover the costs. It is envisaged these payments will be made at week 6 and every 4 weeks thereafter.

The pandemic has caused disruption to many businesses and individuals, who, through no fault of their own, find themselves without meaningful employment, nor the skills with which to secure employment for themselves.

Kickstart is a scheme for the development of our young people. Kickstart is NOT free labour for businesses.

To apply for the kickstart scheme directly with the Government you will need to have a minimum of 30 placements, however for businesses requiring less than 30 placements East Lancashire Chamber of Commerce can help combine your placement requirements with other businesses from our region, meaning we can apply more frequently.

Chances of a successful application are improved if your business has a registered Companies House number, good credit rating, has been established for more than 2 years, has regularly and recently filed accounts and no recent CCJs.

Employers should be ready and willing to invest their time and the £1,500 support grant into the development of the young person. The Chamber will support and guide how this is spent on training, travel to work, clothing etc and will be offering employability workshops for the candidate to attend and benefit from is topics such as; cv writing, interview and personal skills, customer service (including answering the phone, greeting visitors), H&S at work, confidence, managing your money, Microsoft Office beginners.

  • Please enter a description of your planned activities. Include commitment to invest time and grant money into external training workshops and mentoring. This investment must be evidenced to the DWP throughout the placement
