This scheme enables traders to reclaim duty on goods that are brought into Northern Ireland (NI) but do not subsequently enter the European Union (EU).
Under this scheme, traders moving goods into NI have the opportunity to reclaim EU duty if they can demonstrate that the goods were either sold or used in NI or in a location outside the EU. This initiative fulfils a crucial aspect of the Windsor Framework, ensuring that duty can be reclaimed on goods that remain within the United Kingdom or are directed to destinations other than the EU.
Victoria Atkins MP, the Financial Secretary to the Treasury, expressed her satisfaction with the launch of this scheme, recognising the anticipation of many traders and emphasising the efforts made to swiftly implement it following the agreement on the Windsor Framework.
Traders will be able to use the scheme to reclaim EU duty paid on “at risk” goods that have been transported to NI since January 2021. To initiate the process, you must submit a digital form along with relevant supporting documents and evidence through the GOV.UK platform. Furthermore, the scheme will also extend its availability to goods moved through the Red Lane starting from October 2024.
The scheme holds particular advantages for businesses operating in the manufacturing and wholesale sectors, particularly those with evidence demonstrating that goods transported to NI were not ultimately sold within or utilised in the EU.
